Bylaws & Rules

Bylaws - Joliet Radio Control Club - approved/amended on 10/1/2022

Everyone continuing with JRCC on and after 10/1/2022 is automatically indoctrinated into the new bylaws /new polices by board and majority vote.

Club Name: Joliet Radio Control Club Location: 17415 W. Bernhard Road, Elwood IL 60421, USA

Purpose: To further the sport/hobby of model aviation and its members in a fun and safe environment

Membership qualifications: AMA membership required, adhere to by-laws

Dues – Membership Cards:

Adult: $75 per year

Youth: 17 and under:
Current Members children: Free
Non-Member: $35 per year (requires parent permission/signed bylaws)

Resignation: Member in good standing may resign his or her membership by written notice (mail - email).

Termination: If any member ceases to have the qualification necessary for membership in the AMA, his or her membership in the club shall thereby terminate, subject to reinstatement upon restoration of eligibility.

Expulsion: This section provides for enforcement of rules that are related to flying activities or any other unacceptable behavior by an individual member or members. Any individual may be expelled from membership from the club by a two-thirds (2/3) majority vote of the total votes cast if in the officers’ determination. Such individual willfully commits any act or omission which is a violation of any of the terms of these bylaws, or the Rules of the AMA, or which is detrimental to the club, its members, AMA, or model aviation.

Reinstatement: A two-thirds vote of the membership is required for reinstatement to the club.

Vacancies: Officer vacancies are to be filled by majority vote of the remaining officers.

Duties:

President: The president is the executive officer of the club and presides at all meetings. He or she is the spokesperson for the club. He or she appoints standings and special committees as deemed necessary. The president will cast the deciding vote in case of a tied vote.

Vice President: He or she assists the president in all matters and assumes the duties of the president if for any reason the president is unable to perform those duties. The vice president is responsible for the club meeting schedules and other club events whether scheduled or requested by the club officers or members.

Secretary: The secretary keeps accurate minutes of all regular scheduled and called club meetings and records attendance. He or she maintains an up-to-date membership record of all club members including mailing addresses, AMA membership numbers, and other contact information.

Treasurer: He or she manages all club funds, collects dues when they are payable, and is authorized to pay any and all club obligations from these funds. Appropriate record keeping of all monetary transactions is expected and a treasurer’s report is presented at each scheduled club meeting.

Safety Coordinator/Field Marshal: The safety coordinator/field marshal promotes and encourages a climate of safety awareness within the club and field. He or she provides a communications between AMA and the club in matters related to safety. A safety audit of club facilities, equipment, and grounds to ensure everything is in good working order and safe for normal use by members and the public is recommended at least annually. He or she establishes a club emergency action plan to handle serious accidents/incidents and annually reviews emergency procedures with club members. Grievance Procedures/Commitee: See below

Meetings:

Regular meetings: Held on a monthly basis when possible, newsletter monthly or as needed.

Special Meetings: Notice of special meetings will be emailed/mailed/or can be viewed online to all members at least 7 days prior to meeting.

Record Keeping: All records are passed on when new officers are elected (emails, accounts, instructions, etc).

Committees: Standing committees: Safety, Membership, Grievance, etc.

Special committees: To be announced as needed for club requirements.

Nominations, Elections, and Recall

Nominations: Nominations for officer position can be made from the floor or by mail within 7 days of elections.

Elections: are held at a regularly scheduled meeting in late Nov./early Dec. of each year to instate new offers for Jan 1 of the following year.

Recall: Elected officers can be removed from office before completion of the term by a two-thirds majority vote of the membership.

Robert’s Rules: All meetings will be conducted in accordance with Robert’s Rules.

Fiscal Year: The club’s fiscal year starts on January 1 and ends on December 31.

Youth Programs/Activities: The club will obtain criminal background checks on any individual interacting directly with children or minors as part of any club youth programs/activities.

Dissolution of Club: The duration of the club shall be perpetual. The club may be dissolved with the approval of two-thirds vote of the membership. Any remaining assets will be donated to local non-profit charity or AMA.

Amendment of Bylaws:

Proposed: Any club member can propose changes. Amendment proposals should be submitted to bylaw’s committee chair/board.

Voting: Majorly voting at scheduled club meeting (unless immedate change required due to saftey).

Approval and implemented: Shall be approved and implemented within 7 days and presented on social media, newsletter, website, as needed.

Grievance Procedures:

Safety-related complaints: The grievance procedure provides a mechanism to enforce existing safety rules by providing a progressive disciplinary system when needed. Although most complaints can be resolved informally, if a complaint is serious or cannot be resolved informally, the matter will be referred to the safety coordinator/board committee for its consideration by means of a grievance form to be filled out and turned into the safety coordinator/committee chair. At least one witness is required to sign the grievance form.

The safety coordinator/board committee shall use its judgment in carrying out action on the following:

The safety coordinator/committee chair will investigate and consider viewpoints of both, complainants and accused. If the grievance is validated, the following disciplinary actions will be implemented:

First Violation: Complainant’s name withheld. A written reprimand will be given to the accused by the safety coordinator/board committee chair, and this will be recorded in the club records. Written copy emailed/mailed/handed at next meeting/gathering to member. No public disclosure.

Second Violation: Complainant’s name withheld. Written copy emailed/mailed/handed at next meeting/gathering to member and copy sent to AMA. The accused has the right to a written rebuttal (3 days), to be reviewed by the club safety coordinator/committee. If the committee decides, the flying privileges and access to club grounds of the accused will be suspended for thirty (30) days immediately. Public disclosure- name and issue published in the club newsletter/social media.

Third Violation: Safety coordinator/ board committee will notify the accused in writing, AMA, and the club members via the club newsletter/social media that the club will vote on the expulsion of the accused at the next meeting. Complainant’s name withheld as needed. Accused will receive copy via email/mail/meeting/gathering. Club members eligible for voting who cannot attend the meeting may vote via virtual ballot. Flying privileges and any access to the club grounds will be suspended till voting. Said expulsion will last for a one-year minimum from date. A member may be expelled from the club only upon a two- thirds (2/3) majority vote of the total votes cast and no refund of club dues. Voting will be by secret ballot at a regular monthly meeting/ secure online ballot. The expelled member may reapply for membership after the expiration of the expulsion time-period but a two-thirds vote of the membership is needed for reinstatement.

2-Year Period: The three actions will not be enforced unless the three violations are accumulated within a period of two consecutive years.

Retaliation: Any member receiving a grievance, who directs any retaliation action against the person filing said grievance, the club officers/committee, club grounds or property will be subject to immediate expulsion from the club indefinitely. This includes, but is not limited to threats, intimidation, physical harm, intentional equipment damage to club property/persons property, or any other action deemed to be retaliatory by the safety / club officers. The expulsed member will be responsible for any and all damages they cause or occur.

Non-safety related complaints: Complaints need to be presented to any club officer or grievance committee member.

Review/Investigation: Disciplinary Actions (not addressed in Article 3)

Member Guests: Current/good standing members can have guest(s) for a $10 per day landing fee. Money should be placed in lock box in shelter. JRCC members are responsible for complying with the guest provision contained within this section, and also for the conduct of their guest. The member’s guest must conform to the club’s bylaws, field safety rules, and show proper conduct. Adequate supervision and safety considerations must be provided for any children brought to the field.

Safety Measures: Flying over the pit area, shelter, or parking area is forbidden at all times. Flying is to be conducted in front of the pit areas or at either end of the field. Taking off or landing towards the pits area is strictly forbidden.

New Member Probation: All new members are under a 90-day probationary period. If repeated correction or disciplinary actions are required membership maybe cancelled or not renewed.

Life members: Shall be nominated by the officers of JRCC and inducted with a majority vote by the club members present at any scheduled meeting. Life members are not required to pay club dues.

AMENDMENTS TO BY-LAWS

Arbitration vs court/lawyers: Any claims or legal actions brought against JRCC, its board, our landowner, or any of its members, will be through arbitration only, a private dispute resolution process, instead of any courts/lawyers. During the duration of such claims or allegations, the affected member(s) will be temporarily restricted from participating in flying activities, using the JRCC Facebook forum, accessing field property, or flying at the field until the resolution of the dispute.
